People live underground for safety and certain types of books are banned. As the plot starts with various people being murdered the main characters cross paths and of course are sometimes at cross purposes. What the reader sees is one plot turns out there is something else and by the end of the book people become allies that seemed to be at cross purposes.
This is the first book in a series but the ending is solid enough that you are not left hanging for a conclusion.
