This one has robots and nanobots as the tools for the bad guy. The person that bankrolled it has some dealings with bad guys from previous books but hadn’t been seen before.  Granted Zephyr is really nothing more than a rich, scary smart puppet of someone else and that someone else is someone the DMS has gone up against before.  The government doesn’t have much faith in the DMS due to what happened in the previous book and they have to overcome that along with everything else.
