I had to get this read before I voted on the Hugos. I had it for a while and was waiting on a trip so I could read it in one go and boy was I glad for that. Shaun has not been dealing well with the death of his sister at the end of book 1.  He has conversations with her and she is normally the one that speaks first. The downside is Shawn answers her out loud so people are a bit worried about it. While running the news blog that he and his sister set up a whole new problem shows up on his doorstep along with a huge zombie outbreak  a short time later. More politics and it seems to be on an even larger stage this time along with renegade researchers working on the virus problem.  A solid read and in a pinch you can read without reading the first book but it wouldn't be as fun.
